Playback as noted before on encrypted blu rays requires something like PowerDVD, but once you rip and burn them they are no longer encrypted, meaning VLC will be enough to play them.

I am pretty sure you can get every single blu ray drive to run under windows 8 since all that matters is the architecture the drivers are based on, so an x86 windows 7 driver should work under x86...

2560x1440 is nice but you pay quite a premium over ones with 1920x1080. Bang for the buck, go for 1920x1080, those that I linked above are good and you will be under your budget.
