The circuit controlling the charge resides in the battery not the laptop, so if the lappy had its mobo replaced i'm pretty sure the battery is at fault.
But are you sure the adapter you got can handle both running the laptop and charging the battery at the same time? Try charging it with the lappy turned off. |

That's the risk you take, when you buy a cheap battery and not the original manufacturers battery, some work ok, others don't, I've been caught a couple of times myself and lost any benefit I got from doing it, now I only buy genuine batteries. The point is, if you have a genuine battery and it still doesn't work you can send it back to Toshiba, pity you can't borrow a battery.
