Issue with CCC 12.2 12.3 and 12.4 with constant 90%+ activity

I am tired because this issue has sucked the life out of me so if more detail is needed just ask.

Basically I can't install anything above CCC 12.1 because if I do my GPU activity stays above 90% just at desktop and my card gets super hawt. I have changed everything in CCC and tried resetting to defaults and the activity meter goes to 0% and my clocks downclock to the proper idle speeds than 5 seconds later they go back to 3d and I have 90% activity. I also uninstalled drivers, booted safe mode and used drive sweep, tried a fresh 12.4 installation and had same issue, but if I just uninstall CCC, reboot, and install 12.1 it all works fine. ANYONE ELSE HAVING THIS ISSUE?!?! Specs below.

(everything is running at stock speeds)

Intel i7 - 2600k 3.4GHz
8GB Corsair Dominator DDR3 SDRAM DDR3 1600
Sapphire AMD 6970 2GB
Asus P8Z68-V PRO/GEN3
Corsair 750TX
Dual Samsung Syncmaster SA550 (one hooked up HDMI other hooked up DVI/HDMI converter - have tried just one monitor and have same issue)
windows 7 64bit - latest updates - latest mobo bios

I'm not stupid, I swear! This is the first issue I have had in years that I cannot figure out. I have no unnecessary applications running either. All my temps are great (liquid cooled) except when I HAVE 12.2,3,OR 4 CCC INSTALLED! I'm not sure when this problem started but I assume it was when I simply updated to 12.2 or 12.3 drivers. I have been an ati man my whole life but this issue is testing my faith.

edit: do you need to download/configure hydravision to run dual monitors correctly? i never have in the past but i guess that's what i'll try next.

edit edit: I've also noticed that right after a fresh installation of 12.4 CCC both monitors are letterboxed and do not take up full display. I have never had this issue either. I just go to scaling options and bump it up but just thought it was weird.
