ASUS P5W DH DELUXE: Silent CPU Fan Error

Heres the problem: When I select "Silent Mode" for the CPU Fan, it never takes. It says its in silent mode in the bios, but the fan is clearly still running at 2700 rpms (its highest.)

What I have noticed: When I setup my bios, I leave no option for CPU enabled exept microcode updation. I think this is having an effect somehow on the QFan Control for the CPU because when the bios settings are at factory default, the fan control works. In other words, when i reset the settings to factory default, the cpu fan is set to optimal and works this way.

Keep in mind: The power and chasis fan connections both control other case fans just fine. The only fan controller not working is the PWM connection for the CPU. PC Probe vII allows me to set silent mode just fine, but reads the fan control for CPU as disabled.

I use speedfan to set fan2 to 65%.
