screen referesh raye with vid in game

i want to know if for instance you have a monitor that supports up to 1280 x 1024@60hz and your game supports that resolution, if you have your desktop set at 1024x768 @ 85hz what happens to hertz if u switch it to 1280x1024? and also sometimes if your screen has flickering at the resolution and refresh rate the vendor has recommended is it because of the video card because i have a geforce 2 gts hooked to a philips 107t monitor

thx
