In basic electronics DMM or DVOM often referred to as a Digital MultiMeter or Digital Voltage Ohm Meter.

Very handy for a wide range of testing from the house wires to tracing broken wires in the dash of the ol' Mercury.

It is the best way to test your PSU's 12v rail for consistency.

i know what that is, just not the abbriviation lol. dont have 1 but could it damage anything if its say "underpowered" like shown?

It might have ran but unstable as hell, Scott is most likely right though. Yes if you go to far outside of your voltage ranges it can damage the hardware. It causes some power components to work harder when they do not receive stable voltages as well as hiccups which can result in data loss. This is why good power supplies are a must! I noticed nearly an additional 100mhz average on my AM3 cpus more with overclocking when I stepped up brands. Although within margin of error I feel like it had a benificial effect on the whole system and overclock.

Digital Volt Meters are relatively cheap and great to have around. I recomend getting one as well!

For stress testing the longer is better. Before you turn it on and pass out though make sure your PC is still within acceptable temps after an hour or so. Sometimes the heat can creep up on you and damage hardware. My 990FX Sabertooth for example, the CPU stays really well behaved in temps under water but my motherboard is still air cooled and if left stressing to long my power delivery parts will get so hot you cannot touch them when overclocked to far. This is bad, very bad.

I see a load temp of 73c in the screenie above. That is unacceptable. 60c or less.

Also an impropper seating of the HSF with TIM can really cause a substantial amount of heat. Mind indulging how you went about it? Maybe something to consider. First and foremost before you check this be sure to get those temps under control!
