Help My Develop Board

Hello.Recently I have welded a dsp develop board.
There are some wrongs in the process. I donít know why the outputted PWM wave fluctuates so big . I welded them level by level. First welding chip to supply current to circuit an d then welding AD outside circuit. Crystal oscillator is the next step and the outputted voltage is stable when I test them. Then, I welded the dsp chip and burned program. Now the testing PWM output wave begin to fluctuate bigger and bigger. The power supply chip--TPS767D301 also exist the phenomenon--big voltage wave(1.8V and 3.3V).

Do you know why? Can you help me?
