The problem is you're Albert Wesker. You run one of the most evil businesses in gaming!

I know some of the Email clients like Thunderbird can push through the lockouts. I had to use it to get back emails form a compromised Gmail account a long time ago. I am not sure if it still works. Most likely what happened bud is someone managed to either brute force into your account or you got hijacked via trojan, at which point they used your email for spam on contacts after getting what info they could from it about you or your finances.

This is the very reason I no longer let people use my PCs at all. Even my girlfriend is banned from using my server or gaming rig due to it. My original email was compromised because my room mate was using it for... adult entertainment... when I was away on business trips. So I get home bring up my email like normal after my comp gets an internet STD and bam someone has my info.

Don't ask why unless you want to join them.
You should mail to the Hotmail support team to unlock your account. Remember to use your recovery email address

This is why anti-virus/mal-ware is needed
I have Malwarebytes and Microsoft Security Essentials installed
