applying di-thermal electric grease?

I'm trying to use a tec on my 9700 and this is the first time. So I have a couple questions. I put liquid tape on the back behind the core, and I put di-thermal electric grease, around the core. My biggest question is, I'm not sure what di-thermal electric grease is, so does it thicken up or what? I've waited a few hours, and it's still not thick. Should I do something else or what? and is there anything else I should do to prevent condesation or is this enough?

diieletric grease is a grease no it doesnt harden up or change consistancy you apply it where you need it avoid the actual core. and then procede to assembly no curing time involved. it may change to a runny consistancy if it gets to hot

I must have the wrong thing then. It says it's di-electric grease, but it's very runny, and the directions say it needs 4-6 hours of cure time.
