less iq = more fps and vice versa. so turning down graphics quality and features will boost fps...

You could always make a config to reduce the picmip value so your textures are less quality.

You can lookup tweaked config guides on google...if you can't find any for Enemy Territory just look for Q3 tweaks...there are tons of them.
