Smile Question on TECs

I was thinking of getting a 156W TEC from dangerden, but I had a few questions.. here comes the list

1) Do they need their own power supplies or can you just run it off of a, for example, 400W PSU?

2) Some neoprene alone will prevent condensation, correct?

3) What thickness of neoprene?

156w will not run off the 400w that powers the system

neoprene is not all that is needed to proof the socket you allso need dielectric grease

Various sizes

you could use that to water proof yer board but after a couple of months it will start to wear thin as dielectric grease does not...
