^^Yup. Disable EIST and C1E in bios if you don't want it to do that.

how do u disable speedstep if it dont have the option too in the bios but is enabled

Most turn it off, as it might start to interfere with oc stability. If you are worried about the electric bill then leave it on, otherwise turn it off, IMO of course.
