Is my PSU dead?

I haven't used it for a while and just built up a new rig with it. Turned it on and nothing happened. Disconnected everything and tried shorting the green/black wires and the fan just "wiggled" a little bit.

Its a thermaltake toughpower 700w.

Think its dead or is there something else im overlooking?

Must be dead, unless the power cable isn't making good contact with the PSU and the outlet.

Power cable worked fine with my screen a few minutes earlier so I don't think thats it.
