Looks like a standard mid tower so any ATX or MATX should fit, unless they did something really stupid,

i bought this motherboard
http://www.ebuyer.com/249334-asrock-...x-g31m-gs-r2-0

so i put it in and its not posting, just lights and fan. like the old mobo. no beeps or anything.

tried 2 different CPU's 2 different PSU's.
VGA and a GPU
3 different ram stick. tried with no ram aswell.
both psu pins are in mobo correctly.

took it out the case to test and still the same.

only thing i can think of is the case causing it

If it does the same thing out of the case, it's not the case causing it.
Clear the CMOS?

Take the board right out of the case and assemble it. CPU, 1 stick of ram, and the GPU. See if it posts then.

is there anything pluigged in the yellow encircled connector? if not, you will not boot. if the power supply doesnt have the male plug for this port, you will need a new power supply. Also OEM Motherboards sometimes have non standard moutings and oddball standoffs, so the shorting thing could very well be your problem.

you can turn on the computer out of the case by shorting the 2 pins that the on/off switch connects to with a small screwdriver or anything metal.

M-ATX only will fit in that case. A full ATX motherboard will NOT NOT NOT fit in that case.
